City of Grand Junction Dos Rios General Improvement District
The City of Grand Junction Dos Rios General Improvement District (GID) is a property tax district formed in 2019 for the purpose of funding improvements within the district, such as utilities, communications facilities, and roads.
The City Council sits as the governing Board.
GID Formation
The City received a petition signed by the one owner of 100% of the taxable real property in the district requesting organization of the City of Grand Junction Dos Rios GID. By way of Ordinance 4861, the District was formed and additional detail, including a map of the district and legal description, is included in the ordinance.
In accordance with an agreement between the City of Grand Junction and the City of Grand Junction Dos Rios GID, an election was held on November 5, 2019. The City Clerk coordinated the election on behalf of the GID, and only the one property owner holding taxable real property in the district received a ballot.
The main purpose of the District’s budget for 2021 is to fund the infrastructure improvements in the District through the issuance of debt. The debt is expected to be issued in the first part of 2021 with completion of the infrastructure in June 2021. The 2021 Budget reflects a $10.7 million project that will complete all the necessary infrastructure in order for the area to be developed into a beautiful riverfront destination to live, work, and play. The infrastructure will create the foundation for public/private partnerships for the redevelopment. With the infrastructure in place the property is ready for redevelopment and will leverage market demand occurring in industry sectors.
