In collaboration with the Grand Junction Housing Authority and Housing Resources of Western Colorado, and working with local property owners and landlords representing approximately 3000 rental units, the City is proud to launch the pilot of the At Home in GJ Landlord and Tenant Program. As part of the implementation of Grand Junction Housing Strategy 12, the "At Home in GJ" program is designed to be a comprehensive initiative and includes a voluntary rental registry, landlord incentives, and tenant education workshops, all aimed at easing rent burdens and increasing rental market accessibility for residents in Grand Junction. Additionally, it seeks to maintain housing affordability, attract new landlords, and encourage safe and stable housing options.
The Rent Smart tenant education program, endorsed by HUD, includes 6 modules covering topics such as lease agreements, landlord/tenant rights and responsibilities, financial literacy, local laws, and community resources. Graduates of the program earn a Rent Smart Certificate. Income-qualified tenants (at or below 60% of the Area Median Income (AMI) will qualify their prospective landlords to receive financial incentives as part of the landlord incentive program.

Landlord IncentivesLandlords who lease to income-qualified, Rent Smart-certified tenants (at or below 60% AMI) are eligible for signing bonuses and mitigation fund support based on lease length:
12-month or longer lease: $300 signing bonus and up to $2,500 in mitigation funds
6–11 month lease: $150 signing bonus and up to $1,250 in mitigation funds
Mitigation funds can be used to cover costs related to eviction prevention, mediation, unpaid rent due to repairs, and damages beyond the security deposit.
Only eligible for units within City limits. Leases must be new, clearly state the lease term, and are limited to the first 50 qualifying units. Leases shorter than 6 months are not eligible.

Voluntary Rental Registry
The Rental Registry is a voluntary tool that helps the City better understand the local rental market—how many units exist, what they cost, and where gaps may be. This information supports future planning efforts and strengthens our ability to pursue funding for new housing development—something urgently needed due to the ongoing housing shortage and lack of affordable options in our community. It also allows us to share updates with landlords and property managers about events, resources, and supports offered by the City or our partners. While not required, participation is necessary to access At Home in GJ landlord incentives and to list units in the Almost Home Guide. Property addresses are optional.
Almost Home Guide
The Almost Home Guide is a free, semi-monthly rental listing designed to help Mesa County residents find available rental units. Previously managed by Grand Valley Catholic Outreach, the guide is now overseen by the City of Grand Junction’s Housing Division as part of the At Home in GJ program. New listings will be published in PDF format on this page on the first and third Tuesday of each month and include units available now or within the next 45 days. Listings are removed after two weeks unless resubmitted. There is no cost to list a unit. The Almost Home Guide submission form for landlords and property managers can be found HERE.
