Industrial Pretreatment

The Industrial Pretreatment Program (IPP) operates as part of a cooperative federal, state, and local effort to reduce the level of pollutants discharged by industry and other non-domestic wastewater sources into the municipal sewer system.

Clean Water Act

The U.S. Environmental Protection Agency (EPA) implements and enforces the Clean Water Act. IPP regulations (City of Grand Junction Municipal Code 13.04.350) are part of the Clean Water Act and protect the treatment facility, collection system, utility workers, and the environment from contaminants that may interfere with the treatment process or cause harm resulting from toxic or dangerous pollutants. This authority is provided in the Code of Federal Regulations at 40 CFR 403.8.
